: Since it is desirable to make necessary arrangements regarding the establishment and operation of Nepal Open University to provide easy access to higher education for the general public by providing high-level study, teaching and research on various subjects through the latest teaching methods and technology of the open education system, it is desirable to make necessary arrangements regarding the establishment and operation of Nepal Open University, Article 296 of the Constitution of Nepal The Legislature-Parliament as per clause (1) has made this Act.
