: Quality and standard higher education opportunities through study, teaching and research in arts, science, medicine, agriculture, forestry, tourism, Ayurveda, law, management, education, oriental philosophy, technical, professional and other subjects are easily available to the people of all sectors. In order to supply skilled manpower for national development and to improve the quality of higher education on the basis of competition in accordance with the concept of multi-university, to make the educational and academic environment of the country more clean, dignified and successful, it is desirable to make necessary arrangements regarding the establishment and operation of a royal university with the investment of the Government of Nepal. The Legislature-Parliament as per clause (1) of Article 296 has made this Act.
