– Rights, protection and promotion of rights and empowerment of communities including Khas Arya, backward classes, disabled people, senior citizens, workers, farmers, minorities, marginalized communities and backward classes and Karnali, backward areas and economically disadvantaged classes and the empowerment of such communities Since it is desirable to make necessary provisions regarding the National Inclusion Commission, the Legislature-Parliament has made this Act according to Article 296 of the Constitution of Nepal.
