: Since it is desirable to provide timely arrangements for the rights, interests, facilities and security of working journalists and to promote their professional skills by encouraging them to develop clean journalism, Parliament has enacted this Act in the twenty-third year of the reign of Shri 5th Maharajadhiraj Birendra Bir Vikram Shahdev.
