: Due to the excessive population pressure in the urban areas of Nepal, the price of land has increased and the city dwellers are deprived of housing facilities. Since it is desirable to regulate the rights and responsibilities of the owners of the unit, Parliament has made this Act in the twenty-sixth year of the reign of Shri 5th Maharajadhiraj Birendra Bir Bikram Shahdev.
