Since it is desirable to control the sale, distribution and operation of lottery tickets to maintain the morality and economic interests of the common people, this Act has been framed with the advice and consent of the National Panchayat from Shri 5 Maharajadhiraj Mahendra Veer Bikram Shahdev.
