As a result of the historical people's movement, the sovereignty of Nepal is vested in the Nepali people and the source of state power is the Nepali people. Realizing the situation in which Nepali citizens are facing difficulties in the past due to their inability to obtain citizenship certificates, the House of Representatives' Declaration, 2063 will solve the citizenship-related problems within the state of Nepal as soon as possible. Based on the political consensus reached on 22nd Kartik 2063 according to the resolution, it is desirable to amend and unify the prevailing legal system in a timely manner to regulate the acquisition, termination and other related matters of Nepalese citizenship. The House of Representatives has made this Act.
