: Protecting, maintaining and developing monasteries, temples, lakes and sites of religious, historical and archaeological importance within Janakpur and its secondary (Panchkoshi) circumambulation area and developing infrastructures for the social, economic and cultural development of the greater Janakpur area to create a well-organized pilgrimage site and religious area. Since it is desirable to establish and organize a Greater Janakpur Kshatra Development Council to develop in a planned manner, Parliament has made this Act in the twenty-seventh year of the reign of Shri 5th Maharajadhiraj Birendra Bir Bikram Shahdev.
