: Since it is desirable to make necessary provisions regarding the regularization of building construction in order to keep the buildings as safe as possible from earthquakes, fires and other divine disasters, Parliament has enacted this Act in the twenty-seventh year of the reign of Shri 5th Maharajadhiraj Birendra Bir Bikram Shahdev.
