: For the all-round development of Nepal and Nepali society, by linking various activities related to social welfare work and social service with development works, to enable the weak and helpless people, classes and communities of the society to lead a humane life, to increase the dignity and prestige of social service organizations and individuals. And since it is desirable to coordinate the activities of non-governmental social association organizations, Parliament has made this Act in the twenty-first year of the reign of Shri 5th Maharajadhiraj Birendra Bir Bikram Shahdev.
