: By implementing the basic human rights and fundamental rights granted by the Constitution of every person who receives education in practice, by focusing education on building a socialist-oriented nation based on democratic values ​​and beliefs, to ensure easy and equitable access and continuation of education for all and to make education universal, useful for life, and competitive. And since it is desirable to make a legal arrangement regarding compulsory and free education in order to make it quality, the Federal Parliament has made this Act.
