: In order to create a just, peaceful and safe society and maintain the interests and morals of the general public, since it is desirable to make a legal provision regarding the determination of appropriate punishment for the offender who commits a criminal offense and the implementation of such punishment, according to the clause (1) of Article 296 of the Constitution of Nepal. The Legislature-Parliament has made this Act.
