(1) Any Nepali or foreign press or organization related to operation of Nepal ……. The details of the representatives working inside should be sent to the Director General in the format as per Schedule-9.
(2) A person who wants to get a certificate of press representative or temporary press representative should submit an application to the Director General in the format specified in Schedule-10, along with the recommendation of the organization in which he is working, along with the certificate of qualification mentioned in Rule 15. However, foreign nationals who wish to obtain a certificate of press representative or temporary press representative are not required to submit a certificate of qualification.
(3) After receiving the application as per sub-rule (2), the Director General shall make necessary inquiries on the said application and send the said application to the Government of Nepal, Ministry of Communications along with his opinion.
(4) Based on the application received according to sub-rule (3), the Government of Nepal, the Ministry of Communication may approve the issuance of the certificate as per the request to the applicant.
(5) If there is approval from the Government of Nepal, Ministry of Communications to issue a certificate to the applicant according to sub-rule (4), the Director General will issue the press representative or temporary press representative certificate to the applicant in the format as per Schedule-11 after receiving the receipt as per rule 12.
