On behalf of the Government of Nepal, the Minister of Finance may create non-negotiable and non-negotiable promissory notes or other bonds in the format he deems appropriate and in the name of the association as written in Section 2(e) of Article 2 of the Association Agreement as per Schedule 2. can be issued and the payment of the bonds or bonds so created and issued will be made from the accumulated funds of the Government of Nepal.
