(1) Nothing contained in this Act shall apply to any thing produced, kept, used, transported or imported by the following person or officer:-

(a) by the Nepali Army according to the rules made by the Government of Nepal, and (b) by any ministry department or base of the Government of Nepal. Or all or any of the rules made under this Act may be made inapplicable subject to certain conditions.
