Rule 18
Not being a potential candidate for promotion
: (1) Notwithstanding anything else written in this regulation, no soldier shall be a potential candidate for promotion during the following period:-
(a) For suspension during the period of suspension,
(b) During the period of suspension for suspension of promotion,
(c) For one year from the date of reduction to a lower post,
(d) in the annual performance appraisal form (in the column where the pen picture of Nekibadi is written) as unfit for promotion and such opinion is supported by an authorized military officer up to that financial year,
(e) on leave for study or training in private endeavor throughout the said period,
(f) during the period during which an offense is pending before a Court of Inquiry,
(g) in the case of any offense under investigation until such investigation is over,
(h) in respect of an offense filed in a court until cleared by the court,
(h) For any crime that has been punished by the court until the punishment is paid.
(2) No soldier can be a potential candidate for promotion in the following cases:-
(a) If convicted of financial irregularities, adultery or polygamy,
(b) If it is determined by the court to have committed a violation of human rights or humanitarian law,
(c) If there are more than two health classifications MEDICIOS-G.
(3) Notwithstanding anything contained in clause (c) of sub-rule (2), if a soldier sustains any bodily injury while undergoing training or performing his official duties and during his health examination, he shall resume his post while being physically and mentally healthy except for the injured part. He can be a potential candidate for such military promotion if the medical board grants him the health classification MDDICOS-G one, as he is capable of performing the corresponding tasks and related training.
(a) For suspension during the period of suspension,
