Any trainee enrolled in an institution whose approval has been suspended or canceled in accordance with Rule 21 or 22, no training has been completed when the approval of such institution is suspended or cancelled, and if the training is not completed by such institution, the remainder of such trainee remains. As long as the training is up to the amount of the bond deposited by the organization in the council, the council can arrange for it to be completed by other organizations as well.
