(1) The department shall give a maximum of three days time to submit its clarifications by giving a maximum of three days for the reason why the person who opposes the obstruction in the work related to the investigation should be fined.
(2) If the explanation is not provided within the time limit as per sub-rule (1) or if the explanation submitted is not satisfactory and reasonable, such person may be fined by the department in accordance with section 24 of the Act.
