(1) The licensee producing bidi shall account for the raw tobacco consumed to produce bidi and distribute the production and sale of bidi.
(2) According to sub-rule (1), before production and sale of bidis, the issuance demand form as per schedule-9 shall be issued only after getting approval from the excise officer or the employee designated by him.
