9.1 The Government of Nepal shall establish a Seed Testing Laboratory to carry out seed testing and other related activities. 9.2 The provincial ministry or local level or any individual or private organization may establish a seed testing laboratory in accordance with the standards set by the ministry for testing seeds and other related activities. 9.3 Subsection 9.1 and According to 9.2, the "Technical Supervision and Control Committee" of the laboratory will be established.
