Section 5
Functions, Duties and Powers of Banks
(1) In order to achieve the objectives as per section 4, the work, duties and rights of the bank shall be as follows:- (a) Issuing bank notes and coins, (b) Formulating the monetary policy necessary to maintain price stability and implementing that policy. (c) formulation of foreign exchange policy and implementation of that policy, (d) determination of exchange rate system, (e) management and operation of foreign exchange reserves, (f) license to commercial banks and financial institutions to carry out banking and financial transactions. Issuing, conducting necessary regulation, inspection, supervision and monitoring in relation to such transactions, (g) Acting as a banker, adviser and financial agent of the Government of Nepal, (g) Acting as a bank and last creditor of commercial banks and financial institutions, (j) Establishing and promoting the payment, debit (cleared) and account matching (settlement) system and regularizing the work, and (i) conducting open market transactions through necessary tools for liquidity management, (j) the bank in order to achieve the objectives of the bank in accordance with this Act (2) The Bank shall have the right to take other necessary actions and actions while exercising the rights provided by this Act or other prevailing laws. .
