(1) The Board shall be a self-governing and organized body with uninterrupted succession.
(2) There shall be a separate seal for the purposes of the proceedings of the Board.
(3) The Board may acquire, enjoy, sell or otherwise dispose of movable and immovable property as well as persons.
(4) The Board may file a complaint in its own name as well as an individual and may also file a complaint against the Board in the same name.
