The functions, duties and powers of the Board shall be as follows:-
(a) Formulating or making policies related to projects and investments to be implemented in public-private partnership and private investment,
(b) Gathering the details of possible projects and studying such projects and preparing a list of projects,
(c) To choose or make a competitive or special priority project among the projects implemented by the public-private partnership or the private sector,
(d) In order to ensure the transparency, cleanliness and competition of the selected projects to be implemented in a competitive manner, after evaluating the technical, financial capacity and the basis for completing the project on time, prepare a list of pre-qualifications of such projects, call for proposals, evaluate proposals, project approval, investment approval, And negotiate with the proponents of such projects according to the need or make an agreement,
(e) To make or make an agreement to develop, build and operate the project through negotiation of the projects selected to be implemented as special priority projects,
(f) To study the unchallenged proposals directly received by the board as necessary and issue survey permits and send them to the relevant authorities for permits, licenses, rights of way required by law for the projects mentioned in such proposals, grant investment approval and consent or negotiate with the proposer. To make or cause to contract,
(g) Studying the approved project and monitoring whether it is constructed, implemented or operated as per the agreement or not,
(h) Working on integrated finance in the field of investment including infrastructure construction and project development (i) Recommending to the Government of Nepal to provide financial or non-financial facilities,
(j) Coordinating and facilitating the purchase or lease of land in excess of the required limit for the approved project,
(k) Status of the approved projectIf a forest and environment permit is required for environmental impact assessment studies, then complete the prescribed process and grant or arrange for the permit,
(l) Approving project development agreement (project development agreement) and project investment agreement (project investment agreement) including concession agreement (concession agreement), (d) To implement the approved project and send in writing to the relevant agency for the permission, license and approval required according to the prevailing law,
(d) To create an investment-friendly environment and develop Nepal as a destination for foreign investment, to cooperate with the relevant agencies of the Government of Nepal,
(n) To make recommendations to the Government of Nepal in relation to bilateral investment agreements and double tax exemptions with the countries deemed suitable by the board to attract foreign investment, or to establish mechanisms for investment promotion,
(t) To provide the necessary expert services to the Government of Nepal and other related bodies in connection with the construction, operation, rehabilitation or upgrading of infrastructure structures operated by direct foreign investment or in public-private partnership or the implementation and investment of projects that provide public services and coordinate and facilitate or causing,
(th) Coordinating or coordinating between relevant ministries, provinces, local levels and government and private sectors for project development, investment promotion and project implementation. (d) To provide or arrange for prompt decision and prompt service of problems for the implementation of approved projects,
(d) To approve the annual program and budget of the Board,
(N) Preparing a list of investors who have successfully implemented the project and conducting competition for implementing new projects among such investors or pre-qualified investors as required,
(c) Offices and offices for promotion of foreign investment and interaction between foreign investors and other necessary functions.Activating or arranging for such agencies to establish cooperation and coordination with Nepali missions in the country (f) To attract foreign investment and to provide services from a single point service center for any project established and operated with such investment,
(b) After the financial management has been done according to the agreement, to monitor the implementation of the project according to the agreement,
(B) To collect fees and charges as prescribed for providing permission or license to the investor or for the services and facilitation provided by the board to develop the project,
(m) Construction of the infrastructure required for the projects facilitated by the Board or to be done through investors as prescribed,
(y) To perform other functions as prescribed.
