Section 8
Functions, Duties and Powers of the Board
The functions, duties and powers of the Board shall be as follows:-
(a) Formulating or making policies related to projects and investments to be implemented in public-private partnership and private investment,
(b) Gathering the details of possible projects and studying such projects and preparing a list of projects,
(c) To choose or make a competitive or special priority project among the projects implemented by the public-private partnership or the private sector,
(d) In order to ensure the transparency, cleanliness and competition of the selected projects to be implemented in a competitive manner, after evaluating the technical, financial capacity and the basis for completing the project on time, prepare a list of pre-qualifications of such projects, call for proposals, evaluate proposals, project approval, investment approval, And negotiate with the proponents of such projects according to the need or make an agreement,
(e) To make or make an agreement to develop, build and operate the project through negotiation of the projects selected to be implemented as special priority projects,
(f) To study the unchallenged proposals directly received by the board as necessary and issue survey permits and send them to the relevant authorities for permits, licenses, rights of way required by law for the projects mentioned in such proposals, grant investment approval and consent or negotiate with the proposer. (t) To provide the necessary expert services to the Government of Nepal and other related bodies in connection with the construction, operation, rehabilitation or upgrading of infrastructure structures operated by direct foreign investment or in public-private partnership or the implementation and investment of projects that provide public services and coordinate and facilitate or causing,
(th) Coordinating or coordinating between relevant ministries, provinces, local levels and government and private sectors for project development, investment promotion and project implementation.
