(1) The bids shall be duly printed and sealed by the bidder or his authorized representative in the prescribed format and submitted to the place where the bids are to be submitted by the bidder himself or through his representative or by post or courier within the last date and time for submission of bids. .
(2) No action will be taken on bids received after the period specified in sub-section (1) and such bids will be returned to the respective bidders without being opened.
(3) Notwithstanding anything written in sub-sections (1) and (2), the method of submitting bids for purchases made using electronic communication shall be in accordance with the electronic procurement system approved by the Public Procurement Monitoring Office.
