Section 19
Bid Withdrawal and Amendment
(1) Except for the submission of bids through electronic communication, if a bidder wishes to withdraw or amend his submission, he must submit a sealed application twenty-four hours before the end of the deadline for submission of bids.
(2) Other arrangements related to withdrawing or revising bids shall be as prescribed.
