Rule 11
Maintenance expenses

(1) Section 29 of the Act. or 29h. If the entire property or fund of a person whose name is included in the list is frozen, he can submit an application to the Ministry in the form of Schedule-5 for the expenses of manasib mafiq necessary for the basic human sustenance of himself and his family.
(2) Upon the necessary investigation of the application made as per sub-rule (1), the ministry may release the assets or funds of the insolvent from the suspended assets or funds to be used for the following activities:-
(a) Expenses incurred for daily food, accommodation and medical treatment (b) Expenses for the payment of taxes and fees for the consumption of daily essential services such as electricity, telephone, and drinking water as per the prevailing law,
(c) Expenses for children's education (d) Expenses for legal defense and judicial proceedings,
(e) Expenditure incurred for the proper protection of assets and funds withheld.
(3) When providing expenses according to sub-rule (2), no person shall be subject to Section 29N of the Act. If the assets or funds in the list according to sub-section (1) are withheld, such assets or funds must be sent in writing to the relevant body of the United Nations before being released.
(4) If the Ministry has sent a written message according to sub-rule (3), it shall be sent in writing from the United Nations.
(5) Notwithstanding anything written in sub-rule (4), if there is no response from the United Nations within ten days from the date of receipt of the request made by the United Nations according to sub-rule (3), the Ministry may release the assets or funds of Manasib Mafiq.
(6) When releasing assets or funds in accordance with this rule, the Ministry shall do so in such a way that such assets or funds are not used for terrorist activities or financial investment in terrorist activities or other criminal activities.
