Section 21
Obligations of a person who takes a contract from inside
No person should take or use a government contract before another person without appearing. If someone takes it or uses it, he will be fined at the rate of hundreds of rupees of the sum accepted in that contract, and if the contract is outstanding, it will also be collected from him.
