(1) The Election Officer shall start the counting of votes by making a deposit on the Rohwar of the candidate or his representative at the place, date and time specified in accordance with sub-rules (1) and (2) of Rule 25. However, the counting of votes will not be considered to be obstructed due to the absence of any candidate or his representative.
(2) According to sub-rule (1), the Election Officer shall immediately inform the Commission that the counting of votes has started.
