For the purpose of appointing arbitrators in accordance with the Act and these regulations, the Registrar shall prepare a list every year of the names, surnames, telephone, fax, e-mail address, occupation, educational qualification and field of expertise of suitable persons who have qualifications and experience to be arbitrators in various fields. (2) While preparing the list of persons who will be arbitrators according to sub-rule (1), the assistance of any commercial, technical, industrial establishment and association related to mediation activities of Nepal within or outside its territorial jurisdiction may be taken.
(3) Any person may apply to have his name included in the list to be prepared according to sub-rule (1). If the person applying in this way is found eligible to be arbitrator, his name can also be included in the list of persons who will be arbitrator.
(4) The list prepared by the registrar in accordance with sub-rule (1) shall be considered as finally prepared after it is submitted to the full meeting of the appellate court and approved by that meeting. The list thus prepared should be sent to the Supreme Court for records.
(5) While approving the list of persons who will be arbitrators according to sub-rule (4), the qualification, experience, conduct, impartiality, honesty and reputation of such persons should be considered.
