12. Ministerial and regional plans should be approved: (1) Funds allocated by the Government of Nepal and plans operated with foreign aid should be approved by the commission. Under the projects operated by foreign aid, the subject offices must stay close to the commission while formulating the far west regional level program and the commission must also seek the approval of the Ministry of Finance when working on any plan under the foreign aid. Other arrangements will be as prescribed.
