To establish and operate the service center, the following criteria should be fulfilled as prescribed by the Ministry:-
(a) physical structure with minimum basic facilities,
(b) Provision of minimum health services and security,
(c) provision of counseling services, psychological services and legal assistance as needed for victims,
(d) Ability to provide financial assistance to victims,
(e) Other standards prescribed by the Ministry.
