(1) While determining the compensation for the land to be acquired for "Nepal Government, State Government, local level or organization wholly owned by the Government of Nepal or the State Government", the committee to determine the compensation shall consider the following matters Consideration should be given to :
(a) the guidelines given by the Government of Nepal from time to time regarding determination of compensation, and
(b) The loss suffered by the concerned person from having to move his place of residence or business to another place due to the acquisition of land. While determining the compensation of the land to be acquired for other organizations, the compensation determination committee shall consider the following matters:
(a) Value of the land prevailing at the time of publication of the notice of acquisition of land in accordance with Section 9,
(b) The value of the land including crops and houses, walls, terraces, etc. (c) Due to the acquisition of the land, the loss suffered by the concerned person from having to shift his place of residence or business to another place.
