Section 10
Chief Secretary and his responsibilities
(1) The Chief Secretary shall be the chief administrative officer of the Government of Nepal and shall carry out his responsibilities in that capacity.
(2) Without prejudice to the generality of sub-section (1), in addition to the duties, duties and rights provided in this Act or other laws in force, the duties, duties, rights and responsibilities of the Chief Secretary shall be as follows:- (a) The administrative office of the Prime Minister and Council of Ministers shall be under the supervision and direction of the Prime Minister. To carry out the work of that office as the head,
(b) To supervise the work performed by the Secretary of the Government of Nepal and other special category officers as a supervisor and to give necessary instructions regarding the administrative work to be performed by the Secretary,
(c) Coordinating or arranging the administrative work of various ministries and other related bodies (d) To coordinate between various ministries and other central agencies to implement or bring about governance reform as an integral part of civil administration. (e) Acting as the Secretary of the Council of Ministers and certifying the decisions of the Council of Ministers in the same capacity,
(f) To mobilize or cause the relevant ministries to implement the decisions of the Government of Nepal (Council of Ministers) and to supervise the implementation status of those decisions
(G) To motivate the secretary and other employees of the Government of Nepal to make the administrative system of the country agile and agile. (h) To organize secretarial meetings from time to time to make the work of the Government of Nepal effective and to supervise the implementation status of the decisions made by the secretarial meetings,
(i) Monitoring, inspecting and supervising the administrative work of various ministries and central level offices, (j) To submit to the Government of Nepal (Council of Ministers) the examination proposal submitted by the Secretary for the decision of the Government of Nepal and if it is found to be inadequate, send it back to the concerned Secretary or cause it to be sent,
(k) To monitor the implementation status of bilateral and multilateral treaty agreements to which Nepal is a party (l) To do or cause other activities as specified.
