(1) The registrar of the Nepal Shipping Office shall have the right to initiate and dispose of cases related to any offense punishable under this Act.
(2) In taking action and closing in accordance with sub-section (1), the registrar shall use all the powers granted to the district court in accordance with the prevailing Nepalese law and shall adopt the procedure of that court.
(3) If the registrar deems it necessary, he or she may appoint another official to carry out the necessary investigation even outside Nepal.
(4) Those who are not satisfied with the decision made by the registrar according to sub-section (1) can appeal to the district court within 35 days.
