Rule 11
Amendment to rule 14 of the original regulation

Instead of rule 14 of the original regulation, the following rule 14 is placed:-

“14. Determining the number of posts on the basis of filling percentage: (1) According to rule 13, after receiving the details related to the demand for employees, the Public Service Commission will conduct open competition, performance evaluation, internal competitive examination and The number of posts will be determined on the basis of the percentage to be filled by adjusting the promotion based on the evaluation of performance and experience.

(2) When determining the number of posts according to sub-rule (1), according to sub-section (1) of section 7 of the Act, out of the number of posts to be filled by open competition in the same section The number of posts to be filled in accordance with sub-section (7) should also be determined.

(3) For the purpose of sub-section (7) of section 7 of the Act, economically and socially backward women, tribal/tribal, Madheshi, Dalit communities. The details will be as prescribed by the Government of Nepal by publishing a notice in the Nepal Gazette. However, all women, tribals/tribals, Madheshis, Dalits will be considered as economically and socially backward communities until the notice is published in the Nepal Gazette. When given, it should be given on the following basis:-

(a) In the case of tribals/tribes listed in the Nepal Adivasi/Tribal Upliftment National Foundation Act, based on the same list, but within the caste listed in the Nepal Adivasi/Tribal Upliftment National Foundation Act. If there is more than one surname, it should be submitted in the application form after verifying that it is a surname within the caste listed by the chief district officer on the recommendation of the head of the local body concerned. If there is more than one surname within the caste listed by the National Dalit Commission, on the recommendation of the head of the local body, the chief district officer shall certify that it is a surname within the listed caste and submit the application.

(c) In case of disabledOn the basis of having the disability certified by the Social Welfare Council on the recommendation of a qualified physician, (d) in the case of Madhesi, on the basis that the Government of Nepal has published a notice in the Nepal Gazette and certified them as a Madhesi from an institution as prescribed, but until the institution is designated by publishing a notice in the Nepal Gazette, the relevant local body On the recommendation of the chief, the application must be certified as Madhesi by the chief district officer.

(e) In the case of backward areas, a certificate of citizenship obtained from the relevant district stating permanent residence in the district mentioned in sub-section (7) of section 7 of the Act and On the basis of proof from the concerned village development committee or municipality that he is currently residing permanently in the same place.

(5) According to sub-rule (1) if there is no candidate for the position allocated to be filled by adjustment of promotion based on performance and experience evaluation, then Such post of the year will be included in the promotion post based on performance evaluation.”
