Instead of rule 4 of the original regulation, the following rule 4 has been placed:- “4“4. Arrangements related to organization structure and posts: (1) The Ministry of General Administration shall send a written notice to the relevant agency within fifteen days from the date of receiving the approval to prepare the organizational structure of an office or to modify the organizational structure or to create or cancel a permanent post. Within fifteen days from the date of receiving the information, the employment records shall be updated and the information shall be sent to the Ministry of General Administration and the Civil Library. Or the job description of the position sought to be changed should be attached.

(3) The permanent civil servant of the civil service should be assigned to work in the temporary position approved for the project or program. If the position cannot be filled by permanent employees in such positions, other positions except project head, accounting head and store keeper will have to be made to work through service contracts. When entering into an agreement with a donor agency and donor organization for operation, if the issue of manpower required for such programs is also mentioned, the agreement of the Ministry of General Administration and the Ministry of Finance should also be obtained before entering into an agreement regarding the manpower.
