Rule 30
Amendment to rule 50 of the original regulation

Instead of rule 50 of the original regulation, the following rule 50 has been placed:-

“50. Priority should be given while nominating :

(1) When nominating a civil servant for study, training or study visit abroad, nomination should be done as follows subject to rule 49 :

(a) To the civil servants who study abroad, take training or have not had the opportunity to go on a study tour,

(b) If all the civil servants have had the opportunity before, after completing the study, training or study tour in the relevant body To the civil servant who has spent the most time, (c) If the order for nomination cannot be determined according to clauses (a) and (b), to the civil servant who has the longest service period in the same position. However, in the case where it is mentioned that a specific qualification and age is required, nomination should be made only among the civil servants who have such qualification and age according to clauses (a) and (b). Even if an invitation comes in the name of a civil servant to participate in the required training or study tour, the concerned body shall nominate as per sub-rule (1). But for a seat related to a specific project, nominations can be made from within the same project as per sub-rule (1).

(3) Regardless of what is written elsewhere in this regulation, different areas on matters that are useful and necessary for the service, group or sub-group working in it. Or civil servants who have the opportunity to participate in study or training abroad after getting the prior approval of the Government of Nepal by receiving a scholarship from an international organization of which Nepal is a member will be nominated for study or training."
