: (1) The Government of Nepal may make rules regarding the handling of postal value items by post.
(2) Without having any adverse effect on the generality of the rights given by sub-section (1), the following things may be specifically provided for in those rules:-
(a) Kinds of postal items which may be sent on payment of value,
(b) Not allowing any postal item to be sent for payment unless the sender declares that it is going to be sent in accordance with the bona fide order received,
(c) Extent of value to be collected on delivery of the valued postal item,
(d) the format of the statement to be filled by the sender of valuable postal items and the time and manner of payment of duty,
(e) a provision for refunding the amount to the addressee in case of any fraud on the amount collected by delivery of any valuable postal item, and
(f) Prescribing fees for investigation of complaints related to delivery of valuable postal items or payment thereof.
(3) The name, time and method to be used for the posting of postal items and the name, time and method of delivery of the postal items shall be as prescribed by the Director General from time to time by issuing an order.
(4) In relation to any work done in accordance with any rule made under clause (e) of sub-section (2) of this section or in good faith, no complaint or legal action shall be taken against any employee of the Government of Nepal or the Post Office.
