Rule 18
Level, duration and speed of passenger transport vehicles

(1) For the purpose of sub-section (4) of section 6 of the Act, the level of the following passenger-carrying vehicles has been determined as follows:-
(a) Direct bus service:
(1) Number of maximum 40 seats including driver,
(2) Seat length, width and height 16 to 19 inches, 30 to 45 degree folding seat back height 22 to 26 inches,
(3) 2.2 The distance between rows of seats from one row to another is at least 14 inches and the distance from the seat row to the leg place is at least 13 inches,
(4) Interior height of bus 66 inches and roof carrier half of total length of bus and height 8 inches,
(5) The first step of the entrance of the bus not more than one foot above ground level,
(6) Provision of fire extinguishers in buses,
(7) Provision of emergency doors at suitable places in the bus,
(8) Arrangement of first aid with necessary medicines and equipment in the bus,
(9) Condition of window locks in buses, and
(10) Correct the condition of the sock observer of the bus.
(b) Express Bus Service:
(1) Number of maximum 50 seats including driver,
(2) The length, width and height of the seat should be at least 15. 15 and 15 inches and a seat back height of at least 18 inches,
(3) 2.3 The distance between rows of seats from one row to another is 14 inches and the distance from the seat row to the leg place is at least 11 inches,
(4) Bus interior height of at least 66 inches,
(5) The first step of the entrance of the bus not more than one foot above ground level,
(6) Provision of fire extinguishers in buses,
(7) Provision of emergency doors at suitable places in the bus,
(8) Arrangement of first aid with necessary medicines and equipment in the bus,
(9) Condition of window locks in buses, and
(10) Correct the condition of the sock observer of the bus.
(c) Ordinary (Local) Bus Services:
(1) Number of maximum 56 seats including driver,
(2) Seat length, width at least 15 inches and height of 15 inches by 15 inches, back height at least 18 inches,
(3) The distance between one row of seats to another row is at least 14 inches and the distance from the row of seats to the leg place is 11 inches,
(4) Bus stopHeight at least 66 inches,
(5) The height of the first step of the entrance of the bus is not more than one foot from the ground level.
(d) Mini Bus:
(1) Number of maximum 25 seats including driver,
(2) Seat length, width and height not less than 15 inches, back height not less than 22 inches and row not more than 2/2,
(3) The distance between one row of seats to another row is at least 14 inches and the distance from the row of seats to the leg place is 13 inches,
(4) Interior height of mini bus 64 inches,
(5) The height of the first step of the entrance of the bus is not more than one foot from the ground level.
(e) Micro Bus:-
(1) Number of seats 12 to 14 including driver,
(2) Seat length of at least 15 inches, width of at least 16 inches, height of at least 15 inches, back height of at least 22 inches and leg space of at least 11 inches with all seats facing forward,
(3) Interior height of micro bus not less than 1345 mm,
(4) the first step of the entrance of the micro-bus not more than one foot above ground level, and
(5) The condition of the micro bus window lock is correct.
(2) The bus operating under direct service will be allowed to operate for a period of up to five years from the date of commencement of operation and after that period, the mechanical and technical status of such vehicle including other necessary matters shall be checked every year and permission to operate for another three years may be granted. .
(3) Buses operating under fast (express) service will be allowed to operate for a period of up to eight years from the date of commencement of operation, and after that period, the vehicle may be allowed to operate for an additional four years after checking the mechanical and technical status of such vehicle and other necessary matters every year. .
(4) Minibuses operating under express service will be allowed to operate for a period of up to eight years from the date of commencement of operation and after that period, the mechanical and technical status of such vehicle including other necessary matters shall be examined every year and permission to operate for an additional period of seven years may be granted. .
(4a) Long distance and medium distance express service under sThe operating micro bus will be allowed to operate for up to five years from the date of commencement of operation and after that period, the mechanical and technical status of such vehicle and other necessary matters will be examined every year and permission will be granted for up to three more years.
(4b) General (local) bus services, minibuses and microbuses operating on long routes, medium routes and short routes should have first aid and fire extinguishers with necessary medicines and equipment in addition to other things mentioned in this rule.
(4c) Regardless of what is written elsewhere in this regulation, permission will be given to operate direct (direct) bus services in night and day services and express (express) bus services, ordinary (local) bus services, minibuses, microbuses in daytime services only. But in the case of microbuses, road permission will be given only for a maximum distance of 300 km.
(5) For the purposes of sub-section (4) of section 6 of the Act, the speed of the following vehicles is determined as follows:-
(a) Cars, Jeeps, Vans and Pickups up to 80 km. per hour,
(b) Tempo, scooter, power tiller and tractor maximum 40 km. per hour,
(c) Motor cycle maximum 50 km. per hour,
(d) Buses, minibuses, trucks, mini-trucks on hilly roads for a maximum distance of 50 km. per hour and a maximum of 70 km on flat roads. per hour But in densely populated areas, the speed limit is 40 km/h. No vehicle should be driven at more than speed.
(6) The department may determine the speed of vehicles other than the vehicles mentioned in sub-rule (5) and in the case of vehicles whose speed has been determined, the department may change the speed of the vehicle by considering the geographical conditions and the condition of the road.
(7) Notwithstanding anything written in sub-rules (5) and (6), in accordance with section 115 of the Act, if a notice or a sign regarding the speed of a vehicle is mentioned in a place, the vehicle shall be driven in such a place as mentioned in the notice or sign.
(8) The driver of the passenger carrying vehicle shall leave the vehicle at the time specified by the road licensing office and deliver it to the destination.
(9) Except in case of uncontrollable situation, the vehicle should not be delivered to the destination in such a manner as to delay the time specified in sub-rule (8) or in such a way as to cause inconvenience to the passengers or to delay the vehicle.
