4. Eligibility:

A person having the following qualifications can be appointed as a vice-chairman or member of the commission:-

(a) Nepalese citizen,
(b) Having obtained a master's degree in a recognized discipline and having worked in the field of planning and research for at least fifteen years and achieved distinction,
(c) has not been convicted of any criminal offense involving moral turpitude,
(d) Not being blacklisted as per prevailing law due to non-payment of bank loans.
