9. Strategies and Tactics
9.1 The following strategies and tactics will be adopted to implement the policy related to land classification:
9.1.1 Land will be classified on the following bases:
On the basis of soil structure, capacity and suitability, the land use area will be determined in order to achieve the maximum benefits of the land. b) b) The basis of existing land use:
If it is not possible to assign a land use class on the basis of suitability, the land will be classified based on the basis of the current use.

If a piece of land needs to be used for a purpose other than that specified for public interest and development construction, the state may use such land for other uses by following the prescribed process.
