Section 22
Statements to be attached with estimates of revenue and expenditure
(1) The Government of Nepal and the Provinces shall attach the following details when submitting estimates of revenue and expenditure:-
(A) whether the revenue was collected according to the revenue estimate made in the previous financial year and whether the amount of expenditure allocated to each ministry and whether the target according to the expenditure was achieved,
(b) Mid-term expenditure structure under section 17,
(c) Projections of revenue, expenditure and estimates for the next three financial years,
(d) Details of loans, investments and liabilities,
(e) Fiscal policy stating the strategy to be adopted to maintain fiscal balance,
(f) Macroeconomic situation including the growth rate of gross domestic product, inflation, current account balance and balance of payments for the next three financial years,
(g) Particulars of tax or non-tax exemption,
(h) Details of receipt of foreign aid for the previous financial year.
(2) If the government of Nepal and the provinces have not collected the revenue as estimated in the previous year or if the amount allocated to the ministry has not been spent according to the target, the reason and the corrective measures to be taken for the same should be mentioned in the details as per clause (a) of sub-section (1).< br> (3) Notwithstanding anything written in clause (f) of sub-section (1), the province is not required to submit the details as per that clause.
(4) When the local level submits the estimate of revenue and expenditure, if the revenue has not been collected according to the revenue estimate made in the previous financial year or if the amount allocated for expenditure has not been spent according to the target, the reason and the corrective measures to be taken shall be attached.
