(1) The filling up of vacant positions in services and groups shall be in accordance with sub-section (1) of section 7 of the Act.
(2) Uncategorized posts will be filled by initial appointment through open competition. 7. Eligibility for Appointment - Persons who are not disqualified as per Section 10 of the Act and who meet the minimum qualifications as per Schedule-3 may be candidates for filling the vacancies of the respective groups through open competition. 8. Arrangements for transfer - When transferring employees of the group, they will be transferred only to the position within the group subject to paragraph 6 of the regulations. 9. Arrangements related to educational qualification - In the case of gazetted posts, the educational qualification as per sub-rule (3) of rule 81 of the regulation and in the case of non-gazetted posts, the prescribed educational qualification will be required for entering the service in the respective posts for the purpose of promotion through performance evaluation. However, in the case of an employee who is in a group at the time of commencement of these rules, when he enters such a group, the educational qualification specified in accordance with the prevailing law shall be considered as the minimum educational qualification for the purpose of this rule. 10. Arrangements related to the operation of services and groups - The Ministry of Forestry and Land Conservation will coordinate the operation and administration of services and groups in policy matters in coordination with the Ministry of General Administration. 11. Changes or additions to the schedule - The Government of Nepal may make necessary changes or additions to the schedule by publishing a notice in the Nepal Gazette.
