Section 3
Prior approval of the Government of Nepal should be obtained to establish a class and professional organization:

(1) No one shall establish any class and professional organization without taking the prior approval of the Government of Nepal in accordance with this Act.
(2) The person or persons who want to establish a class and professional organization must submit an application to the Government of Nepal along with a copy of the statutes of the organization, its operations and other related activities.
(3) After submission of an application form according to sub-section (2), the government of Nepal is going to establish a class and professional organization according to the application form and the statute submitted with it, with the main goal of building and developing the nation along with the interests and development of a particular class or business. No, if it is found necessary to make any amendment in the statute for the purpose of fulfilling that objective, then the amendment may be made and approval may be given to set up and operate class and professional organization and take other related actions in accordance with the said statute. The Government of Nepal can also reject such an application without giving any reason if it sees that it is not being established with the main goal of building and developing the nation along with the interests and development of a particular class or business or if it sees that the national interest will be hindered by such an organization.
(4) According to this clause, the statute approved by the Government of Nepal with or without amendment shall not be amended or repealed and another statute shall be implemented without the approval of the Government of Nepal.
(5) Children's organizations ………… Youth organizations, women's organizations, farmers' organizations, labor organizations and ex-servicemen's organizations can be set up, run and other related activities can be initiated by the Government of Nepal. Those organizations also have to act according to the law approved by the Nepal government.
(6) If the Government of Nepal has tried to establish a specific class and professional organization or if the Government of Nepal has accepted that a specific class and professional organization is country-wide, more than one such organization of the same class or business.The Government of Nepal will not approve to raise Rs (7) Notwithstanding anything written in this Act and the statutes of class and professional organizations, the Government of Nepal may, if deemed necessary, amend the statutes of class and professional organizations in consultation with the working committee of the relevant organization.

(8) Whatever is written in the above subsections However, if the students of that institution want to open an association or organization for physical, intellectual and cultural development in a university or college or in any educational institution of the level specified by the Government of Nepal, they can open it with the approval of the vice-chancellor or principal or head teacher. While giving permission to open such association or organization, the authorizing officer shall give the approval in accordance with the rules made under this Act. If any student of such an educational institution opens or tries to open any such association or institution without taking the approval of the Vice-Chancellor or Principal or Headmaster or if he does any work contrary to the above purpose or rules, the Vice-Chancellor or Principal or Headmaster of the concerned institution shall punish such student for a maximum of two years. can be expelled for A student who has been expelled from any educational institution will not be allowed to enter any educational institution of Nepal for the purpose of study and training during the period of expulsion.
