3. Current Status
In terms of land use, Nepal currently has about 27 percent of the total land area for cultivation, 39.6 percent of forest area, 12 percent of pasture area, 17.2 percent of snow and rock area, and 2.6 percent of water area. There is a lack of appropriate policies for the proper management of these various sectors. Various efforts made in the past did not have the expected positive effect. In particular, the various provisions amended in the Land Act, 2021 and Regulations 2021 have not been implemented. As stipulated in this Act and Regulations, the provision of land use programs based on the nature of soil, fertility, geographical position of the country, environment and climate has not been implemented. In addition, classifying land based on use, not allowing land designated for one use to be used for another, providing facilities for cooperative farmers with agricultural tools, technology, fertilizers, etc. Provisions that are useful from the point of view of land use, etc., have not been implemented. According to the Local Self-Government Act and Regulations, the responsibilities that local bodies have to fulfill do not seem to be effective. Government of Nepal Since 2066.67, the policy of classifying land on the basis of use and issuing certificates of ownership accordingly has not been implemented. As a result, residential areas and urbanization are expanding in a disorderly manner in different parts of the country, special areas for industry and business have not been allocated, agricultural land is gradually being destroyed, the trend of occupying land and keeping it barren is increasing, and the trend of encroaching government and public land in the name of residents is also increasing.
