(1) Notwithstanding anything contained in this Act, a person who wishes to conduct a detailed feasibility study of a project for which there is no detailed feasibility study may apply to the office for permission.
(2) Upon examination of the application made under sub-section (1), if it is deemed necessary to allow a detailed feasibility study, the office may negotiate with the applicant and grant permission to carry out a detailed feasibility study of such project.
(3) According to sub-section (2), the expenses incurred in carrying out the detailed feasibility study shall be borne by the person conducting such detailed feasibility study.
(4) In case of a competition for the implementation of a project for which a detailed feasibility study has been conducted in accordance with this section, if the person conducting the detailed feasibility study is not selected according to sub-section (2), the expenses incurred in carrying out the detailed feasibility study of the project shall be proposed to be selected for the implementation of such project. The person to be approved will have to bear.
(5) According to subsection (4), the amount to be incurred will be determined by an independent appraiser.
(6) Based on the study report prepared in relation to the project in accordance with this section, such project shall be implemented in accordance with this Act.
