Rule 10
Preparation and approval of annual estimated income and expenditure statement
(1) The committee shall determine priorities and policy goals regarding the welfare work, income-generating work and welfare plan to be conducted in the next financial year and provide the necessary guidance to the Directorate of Welfare Planning.
(2) Taking into account the goals of the periodic plan, the policy and the guidance received in accordance with sub-rule (1), the work to be done by each spending agency, the program to be achieved, and the financial resources, the welfare work, income-generating work and the sectoral and welfare plan for the coming year. The Directorate of Welfare Planning will give instructions to the spending agencies to submit the budget after determining the limit of the official budget amount.
(3) According to the directives of the welfare planning directorate, the spending body shall be able to determine the target to carry out the work in accordance with its objectives and based on that, plan the program to be conducted in the coming year, prepare a budget for new plans and additional programs and send it to the welfare planning directorate by the end of May of each year.< br> (4) While preparing the budget according to sub-rule (3), generally, the budget should not exceed ninety percent of the actual income of the previous year.
(5) After receiving the annual program and budget estimate according to sub-rule (3), the welfare planning directorate shall study the basis for its confirmation, including all the welfare work, income-generating work and welfare plan to be conducted in the coming year, the budget required for the same and the basis for its confirmation. The open budget should be prepared and submitted to the committee for approval by the 15th of Ashad.
(6) The budget submitted as per sub-rule (5) shall be approved by the budget committee within the fifteenth day of Shravan. In case of delay in approving the budget, the committee approves the Directorate of Welfare Planning to provide up to twenty-five percent of the proposed budget to the spending body so as not to hinder the operation of welfare work, income-generating work and welfare plan.can be given and in this way after receiving approval, the spending agency shall spend within the scope of the amount disbursed by the Directorate of Welfare Planning.
(7) While preparing the budget and program, the committee may request programs from Nepali Army units and ex-servicemen associations.
