(1) In the case of exchange going from Nepal to foreign countries, the fee that is not enough by the exchange post is divided by the fee charged on the first level of the surface letter, and the different number obtained by dividing it should be marked under the T stamp and sent.
(2) If the letter sent as per sub-rule (1) is returned due to non-delivery abroad, then one rupee will be added to the fee amount multiplied by the first level fee of the surface letter in the number marked below the T stamp. If he refuses to pay the amount as per the above, action will be taken against him as per sub-rule (2) of rule 3.
