(1) After the commencement of this Act, no one shall make any kind of investment abroad.

(2) Notwithstanding anything written in sub-section (1), the Government of Nepal shall not make any particular type of investment. In relation to investment, it may publish a notice in the Nepal Gazette and grant exemptions so as not to impose restrictions written in that sub-section and specify the type, extent, duration and other necessary conditions of the investment so exempted.
