(1) According to sub-section (2) of section 28, the school or educational institution shall be operated and managed by the community from which it is established.
(2) Notwithstanding anything written in sub-section (1), the Government of Nepal, the State Government or the local level may grant a certain amount of money every year as a subsidy to support the operation and management of such educational institution or school providing mother tongue education according to the request of such community.
(3) Regarding the provision of mother tongue education, the provincial government or the local level may make further arrangements according to local characteristics and needs.
